We, the Sudanese residing in European Union countries, we salute our Sudanese Armed Forces for their heroic steadfastness in the face of the UAE invasion by supporting the Rapid Support Forces militia. The Sudanese Armed Forces derive their legitimacy from the Sudanese law and constitution, which obliges them to protect Sudan’s lands and sovereignty from any aggression. As with any national army in the world, its primary role is to defend the unity and territorial integrity of the state in accordance with national and international laws.

We address this message to representatives and decision-makers in the European Union to highlight the aggression of the United Arab Emirates against the Sudanese people, which constitutes a blatant violation of the sovereignty and territorial integrity of the Sudanese state. The UAE’s interference in Sudanese affairs, including its support for armed groups and the promotion of internal conflicts, contradicts the principles of international law and represents a violation of international treaties aimed at respecting the sovereignty and independence of states. These actions are also a violation of human rights and international humanitarian law, which exacerbates the humanitarian crisis and threatens security and stability in Sudan and the region. We call on the European Union to take immediate action to condemn these practices and work to ensure the protection of the rights of the Sudanese people and respect for the sovereignty of their state.

The United Arab Emirate leaders used the terrorist Organisation Rapid Support Forces Militias Group (which known previously as Janjaweed militia) to violate international law and commit the crime of aggression in Sudan, inflecting termism on Sundanese civilian population, and committing a war crime, crimes against Humanity and genocide against black African across all Darfur states. The UAE Leaders also, used mercenaries from Colombia, Chad, Mali central Affric to commit a crime of aggression, genocide, war crimes and crimes against humanity against Sudanese People. The United Arab Emirates has flagrantly violated international law and humanitarian law through its role in igniting the conflict in Sudan, resulting in the worst crimes prohibited by international agreements and treaties. The UAE has planned and coordinated with the terrorist Rapid Support Militia to implement a systematic strategy aimed at destabilizing and controlling Sudan. As part of this policy, the UAE has recruited and financed fighter from various terrorist groups, Including Rabid Support Forces RFS, elements of Boko Haram, and mercenaries from countries such As Colombia, Chad, Niger and the Central African Republic.

On April 15, 2023, the UAE established state policy to invade Sudan and committed the crime of aggression by supporting these militias, which led to the outbreak of widespread violence that included war crimes, genocide, and crimes against humanity. These crimes targeted innocent civilians in Sudanese villages and cities and caused great destruction to Sudanese infrastructure and society. The UAE has provided weapons and training to terrorists over a long period, which confirms its Immediate responsibility on these serious violations that constitute a serious threat to regional and international peace and security.

The actions of the UAE-backed Rapid Support Forces, in terms of funding, armament and planning, are a flagrant violation of all international conventions and laws and constitute serious crimes under international law. These forces launched large-scale attacks on multiple cities and villages, resulting in the commission of the crime of aggression and the crime of genocide against the Masalit tribe and African tribes in the city of Geneina, where 5,000 were killed in one day. War crimes were also committed in Al-Jazeera State, including the killing of 627 citizens in Al-Hilaliya village and 250 others in Wad Al-Nura village, in clear violation of the Geneva Conventions and international laws that prohibit targeting civilians in armed conflicts.

The UAE-backed Rapid Support Forces have committed serious violations against the Sudanese state and its people. They have destroyed the country’s infrastructure, including airports and bridges, looted markets, occupied citizens’ homes, and robbed banks, hospitals, and public institutions. It did not stop there, but rather launched systematic campaigns of violence in the cities of Khartoum, Omdurman and Bahri, which included killing civilians, raping women, killing children and the elderly, and stealing their property.

It was also involved in the sale of Sudanese women in neighbouring African regions and spread fear among Sudanese inside and outside the country. The looting included the theft of luxury cars, gold, and agricultural crops, in addition to looting state property and institutions, such as hospitals, banks, and insurance companies. After seizing these resources, it fled to neighbouring African countries, resulting in widespread destruction of the Sudanese
state, its heritage, and its economic capabilities.

The crime of aggression in international law is defined according to the Rome Statute of the International Criminal Court as “the use of armed force by a State against the sovereignty, territorial integrity or political independence of another State, or in any other manner inconsistent with the Charter of the United Nations.” This crime includes planning, preparing, executing, or directing acts of aggression that threaten regional and international peace and security. Regarding the role of the UAE, there have been reports of its involvement in supporting the Rapid Support Forces militia in Sudan and other militias, through providing financial and military support and strategic planning. These actions, if proven, constitute a clear threat to regional and international peace, and violate the principles of the UN Charter, which oblige states to resolve international disputes through peaceful means and not to interfere in the internal affairs of other states.

Placing state policy within the framework of aggression contradicts international efforts to achieve stability and peace, and further complicates regional conflict. The United Arab Emirates is committed, under the provisions of international law and relevant international conventions, to bear full responsibility for all costs resulting from war and damages resulting from any military or economic aggression against the Republic of Sudan. These obligations include fully and fairly compensating all Sudanese citizens affected by this aggression, covering material and moral damages, as well as rebuilding infrastructure and the facilities that were destroyed, based on the principles of national sovereignty, maintaining international peace and security, ensuring respect for human rights, and preserving international justice.

Recommendation
I strongly recommend that the Members of the European Parliament take immediate action to classify the Rapid Support Forces (RSF) in Sudan as a terrorist organization and impose targeted sanctions on the United Arab Emirates (UAE) and its leadership. The UAE has been implicated in actively supporting the RSF, a militia responsible for numerous atrocities and violations of human rights in Sudan, as well as fuelling the ongoing conflict. The UAE’s involvement extends beyond mere political support, as it has been accused of providing financial, logistical, and military assistance to the RSF and other foreign mercenaries from countries like Colombia, Chad, and the Central African Republic. This backing not only exacerbates the violence in Sudan but also threatens regional stability and undermines international peace efforts. By imposing sanctions on the UAE and holding its leadership accountable, the European Union would send a strong message that it will not tolerate foreign interference that contributes to war crimes and human suffering. These measures are critical to putting pressure on the UAE to cease its destabilizing activities and to signal that the EU stands in solidarity with the people of Sudan in their fight for peace, democracy, and human rights.
